How do I gain muscles for my Upper Body while lose and tone my lower body?

My lower body, specifically the butt and lap area, hsa some fat that I want to get rid of but I worry that there might be extra skin after. Also I would like to know if i can Gain Muscle on my upper body as I do that.

I am 6 feet and 19 years of age and weigh 230 pounds. Thanks

You know as well as I that you can't lose body fat from one part of your body. I think many people have told you that you should do cardio because cardio keeps you heart healthy and workout you whole body. Some cardio excersizes are Running, Jogging, Brisk Walking, Swimming, Cycling, that kinda stuff. These excersizes will tone your lower part of your body and burn fat from the whole body. Choose one that fits or 2 if you want and remember diet and burn in more calories than you take in. Eat fruits eat raw uncooked vegetables get plenty of water and hey if you want drink milk !
